Speakers: Regina Glenn, Schatzie Harvey, and Roger Millar
Regina Glenn founded Pacific Communications Consultants, Inc. (PCC) in 1991in Seattle, and has held various positions during her career. Prior to founding PCC, Regina was the Manager for Public Affairs for Contel Telephone Company, Director of the City of Seattle’s Department of Licenses and Consumer Affairs, Deputy Director for WA State Department of Retirement Systems, and Assistant to the City Manager for the City of Tacoma. Regina graduated with an MBA from the University of Puget Sound in 1970. Regina was named Women in Business’ Woman of the Year, SBA advocate of the year, NW Mountain MSDC’s John A. Gilmore winner and Minority Supplier of the Year, and Tabor 100‘s Distinguished Service Award winner. She has more than 32 years of experience in management, marketing, training, and diversity inclusion with a strong emphasis on the diversity management for large public work contracts working with government agencies on transportation and water projects. Regina brings the consultant side of “been there, done that” experience to this session.
Schatzie Harvey is the WSDOT Internal Audit Office Agreement Compliance Audit Manager. She has worked in the Agreement Compliance section since November 1, 2012. Schatzie and the Agreement Compliance Team work with firms to verify the firm’s indirect cost rate schedules comply with the Federal Acquisition Regulations. They conduct audits of architectural and engineering agreements to validate expenditures are consistent with the respective agreement payment provisions. They administer the WSDOT Safe Harbor Program, which allows eligible firms to enter into the Federal-Aid Highway Program funded engineering services market. The Agreement Compliance Team also provides training and interpretive guidance to assist firms in navigating the indirect cost rate approval process.
Roger Millar, PE, AICP, is WSDOT’s deputy secretary. He serves as the chief operating officer for an agency of approximately 6,800 employees statewide and a budget of $7.4 billion. WSDOT is the steward of a multimodal transportation system and responsible for ensuring that people and goods move safely and efficiently. In addition to building, maintaining, and operating the state highway system, WSDOT is responsible for the state ferry system, and works in partnership with others to maintain and improve local roads, railroads, airports, public transportation systems, and bicycle and pedestrian facilities. Roger is a Fellow of the American Society of Civil Engineers, a member of the American Institute of Certified Planners and a Certified Floodplain Manager. He is Past Chair of the Pacific Northwest Council of ASCE, Past President of the Oregon Section of ASCE and Past President of the Montana Association of Planners. He graduated from the University of Virginia in 1982.
